The Doctor heals McCullen’s austere face, but in accomplishing so he encases it in silver, and he declares McCullen to now be Destro, he again says that he is now the Cobra Commander. They are anon captured by GI Joe. In the White House the President (Jonathan Pryce) is dead and the adept of beard Zartan (Arnold Vosloo), who was surgically afflicted by the Doctor, takes his place.
